Step 1: Begin by creating a dome shape in the middle of the paper with a slightly jagged line at the top for the tuft of hair.

Step 2: Next, it is time to add the eyes. In the middle of the dome, add two large circles evenly spaced apart. Off the top of each eye, add a curved line to create an outline of the face. Now, below the eyes in the middle, add a downward triangle for the nose.

Step 3: At the base of the face outline, you will add a vertical line in the downward direction to both sides, connecting both at the bottom with a horizontal line. On each side of the vertical lines, add another curved line that starts about halfway down. At the base of the original line pair, add another small curved line.

Step 4: Next, starting off to the left, draw in a tube-shaped figure for the arms and hands. This one should be facing downward. Repeat this step off to the right, but this time, have the tube shape point upward instead.

Step 5: Lastly, let's add little dancing feet! Add one foot off to the left and add webbed detail at the base for the toes. Repeat this step off to the right, leaving a space between the two figures.

Step 6: Brrrr! Congratulations on the completion of your pengiun!
